NAR Statement on New HUD Guidelines for Assistance Animals REALTOR® Victory as HUD Moves to Limit Companion Animal Policy Abuse On January 15, the Department of Housing and Urban Development (HUD) unveiled sweeping changes to its companion animal policy. This is a major victory for NAR after our leadership team met with HUD officials to discuss its priorities for reform at the Department’s Washington offices in early 2019. NAR specifically advocated for the following policies, which are included in HUD’s final guidance: - The prohibition of exotic and farm animals; - Clarification that tenants and doctors can inquire about the specific needs an animal meets for those withnon-obvious disabilities; and - Clarification that so-called Internet forms will not be accepted. Also included in the guidance is clarification that applicable disabilities must be severe enough to limit a “major life activity” while ensuring the companion animal helps the tenant partake in that activity. According to NAR President Vince Malta, “This policy exists to provide essential benefits to those who truly need them – like guide dogs for the blind, military veterans suffering from PTSD or epileptics who can be alerted of an oncoming seizure by a properly trained animal, but as NAR has stressed to HUD over recent months, these protections are jeopardized when a small minority seeks to break federal law and exploit weaknesses in the system. NAR applauds Secretary Carson for moving to stop this shameful behavior, and we look forward to working with the department to further reinforce our nation’s companion animal guidelines in the coming months.”
